Gov. Stein to survey Chapel Hill damage on Friday after declaring State of Emergency

The State of Emergency covers 13 counties, including Wake, Durham and Orange. After issuing the order, Gov. Josh Stein will get a close-up look at the damage in Chapel Hill on Friday afternoon.
